In the individual race, as a 17 year old, he raced in the U20 men 8km and placed 17th overall. The course itself was extremely strenuous with long hills and soft terrain throughout the run.
Then the next day he raced in the U20 men’s relay where his team placed 1st. Toby ran the fastest split of the NZ team and finished the race with one of the fastest times of the day (8:55 for 3km in the wind and rain).
